The following letter was sent from the Scott campaign to the Baltimore Sun and FOX45 in response to an invitation for an exclusive forum between Mayor Brandon Scott and former mayor Dixon, moderated by Armstrong Williams.March 13, 2024Mayor Brandon Scott People for Brandon M. Scott 1215 E Fort Ave Ste. 106 Baltimore, MD 21230Re: Counterproposal on Baltimore Sun / FOX45 WBFF Televised Forum Dear Armstrong Williams and David Smith,&nbsp; In response to the Baltimore Sun and FOX45 WBFF invitation to a televised forum extended to myself and former Mayor Sheila Dixon today, I wanted to extend a counterproposal. I am dedicated to engaging with all Baltimoreans, and in this new partnership, both the Baltimore Sun and FOX45 WBFF have a reach that extends to a significant portion of Baltimore residents. I think both media organizations have a distinct responsibility to take their role in this process seriously. Repeatedly FOX45 WBFF has showcased themselves to be entirely incapable of being impartial and ethical in their approach. Similarly, Mr. Williams has made his political affiliations and opinions clear in a number of venues, publications, and through political donations. I am more than willing to join a debate hosted by this partnership and aired on FOX45 WBFF, under the condition that they take significant steps to showcase a clear commitment to an entirely impartial debate. Only under the very reasonable conditions outlined here, can all Baltimoreans – whether they are candidates for Mayor or simply city residents who are committed to an untainted democracy – be assured that a FOX45 debate would be open, fair, balanced, and impartial.&nbsp; Conditions:<ul><li>An impartial, outside moderator not employed by or affiliated with the Sinclair Broadcast Group or current Baltimore Sun ownership. This moderator must also be in full, personal editorial control of the questions, without any influence from or advance notice of what the questions will be to either the candidates or FOX45 &amp; Baltimore Sun staff, reporters, producers, editors, or leadership.</li><li>Live, primetime TV broadcast of the entirety of the debate – not live-to-tape, pre-recorded, or solely online livestream broadcast without accompanying live TV Broadcast. If the debate is aired after the fact, it must be aired in its entirety, not “edited for time.”&nbsp;</li><li>The debate rules must have provisions that allow for direct response between candidates.</li><li>All questions must be asked via the established moderators. </li></ul>In order to fulfill the first condition, we have outlined the type of moderators that would conceivably meet the requirements. The below list is not comprehensive of those who could be acceptable moderators. <h3>The following is the text of the speech, as prepared, delivered by Mayor Brandon M. Scott on the 2024 Democratic Primary Election Night: </h3>Good evening, Baltimore! There might still be some votes left to be counted but, I think it’s safe to say that we are destined for a second term.&nbsp; Baltimore, tonight you said very clearly that your democracy is not for sale. You’ve confirmed once again that the naysayers who underestimate our city will never, ever understand what truly makes Baltimore great We overcame the odds - including a Trump-loving Republican Super PAC that spent hundreds of thousands of dollars telling lies about our city and ignoring our progress.&nbsp; And we still won. A victory tonight means that the work has only just begun. Winning is not a triumph, it’s a challenge to go further, be better, and do more for Baltimore.&nbsp;&nbsp; It’s a mandate to double down and work harder for this city and each and every one of you&nbsp; Winning a race like this is a pact with this city that we will see this through and accomplish our goal of turning the page once and for all, on the corrupt, failed broken politics of the past.&nbsp; This election was about a clear choice – a choice about what kind of future we wanted to see for Baltimore. Would we allow scandal and corruption to keep City Hall distracted from solving our problems, or would we lead with the integrity required to achieve greatness and deliver real change for our communities. Would we go back to simply saying our kids are our number one priority, OR would we continue to actually show them that we care by making historic investments in their education, building them new rec centers instead of closing them down, and providing opportunities that should’ve been provided all along. Would we go back to the broken failed policies of mass arrests and zero tolerance policing, or would we stay the course on our effective violence reduction strategy that works with our communities, instead of terrorizing them. Would we continue to allow decades of disinvestment to leave communities behind, or would we act with a bold vision that centers equity at the heart of how our government functions, so that Baltimore becomes a place where everyone can succeed and no community is left behind.&nbsp; The results tonight show that Baltimore’s choice is to keep moving forward – and I am honored by the trust being placed in me to continue this fight. I want to extend my thanks to former Mayor Dixon for her passion for this city, for her commitment to our residents, and for a hard-fought race. But, now, it is time to turn the page. Baltimore, we are going to finish the transformation that we’ve started these past four years. Together,&nbsp; we achieved the largest homicide reduction this city has ever seen – and so far this year we’re beating that.&nbsp; Together, we’ve invested more in our young people than any Administration before. And we’re going to continue. And together, we’ve kickstarted an unprecedented amount of equitable community development that is making a real impact for Baltimoreans in every single neighborhood. In this race – we brought that record to Baltimore residents and made our case to let us finish what we started, let us see this fight through, and set the stage for Baltimore’s renaissance to truly take hold. The wisdom of Baltimoreans won out and because of that I am blessed to have another term to serve as your Mayor. I have always been here to serve. I want to keep putting every ounce of energy I have toward helping to build this city into the best version of itself. I love this work because I love this city and I love its people.&nbsp; And that will never falter. We’re going to keep doing the work. We’re going to keep reducing violence the right way. We’re going to keep prioritizing our kids, not balancing budgets on their backs. We’re going to keep making sure that Baltimore is a place for all of our people – not just the wealthy, well-connected few.&nbsp; I want to thank each and every person in this room for being a part of this movement.&nbsp; Thank you for believing in our vision. Thank you for having hope and optimism about our city. And thank you for striving every single day – often against insurmountable odds – to make things better for all of us. <h3>Question H would reduce the Council size, making it easier for billionaires to control </h3><h4>The far-right has launched an assault on cities all over America.</h4>Baltimore County billionaires want to take over the city and govern it even though there are duly elected officials whose job is to lead the city. At the same time as this attack, the Baltimore County Council is increasing representation, not decreasing it.The proponents of this measure believe a smaller council will be easier to control and will allow them to bend it to their will, taking resources away from Baltimore City and giving MAGA Republicans control of our city government. This proposal seeks to reduce the representation of Baltimore and is a power grab by a Baltimore County billionaire family to strip voters of representation and to remove Black leaders from office. <h4>This proposal seeks to reduce the council size from 14 to 8.</h4><h3>Vote AGAINST Question H!</h3>

<h2>BALTIMORE MUST MOVE FORWARD</h2>African Americans, particularly seniors, are most interested in hearing the differences between the candidates regarding public safety, rec centers, programs for senior citizens, and personal behavior in office. No matter what Sheila Dixon says today, and no matter how much money her Trump-backing right-wing billionaires spend on her behalf, the Dixon record is one of failure that, if reimposed on Baltimore, would move our city backward, not forward. <ul><li>Public Safety. Mayor Scott has led Baltimore to a 20% decrease in homicides and the largest single year reduction in Baltimore’s history. Most importantly, the Mayor has reduced crime the right way, without mass arrests and zero tolerance policing that terrorized black communities.<ul><li>Sheila Dixon’s record, in contrast, is one of failure: homicide rates increased and property crimes increased for the first time in years. Sheila Dixon represents the broken, failed crime policies of the past. As mayor - and as City Council President - she championed zero tolerance policing, which terrorized Black communities, oversaw the launch of the corrupt Gun Trace Task Force that brutally beat and robbed citizens, and she supported a policy that hid the names of Baltimore Police officers who shot civilians from the public.</li></ul></li><li>Rec Centers. Mayor Scott Mayor Scott is opening rec centers, not closing them. He launched the Squeegee Collaborative resulting in 85% fewer squeegee-related incidents.<ul><li>Sheila Dixon, in contrast, implemented significant cuts to the Department of Parks and Recreation, resulting in 5 recreation center closures and shuttered pools. She cut education funding in each of her budgets. </li></ul></li><li>Seniors. Mayor Scott established the city's first Office of Older Adults Affairs and Advocacy and invested $86 million on home repairs and energy assistance to ensure seniors can stay in their home.&nbsp;<ul><li>Sheila Dixon, in contrast, failed to meet the moment when confronted with big challenges. She implemented a double-digit cut in funding to the Commission on Aging and Retirement Education. </li></ul></li><li>Corruption. Mayor Scott’s successes are built on a foundation of scandal-free competence.<ul><li>Sheila Dixon, in contrast, resigned due to a criminal conviction after being under investigation during her time as both City Council President and Mayor. She issued no bid contracts to family and friends, gave herself a secret pay raise while cutting public safety resources, and maintains an $83,000 a year pension despite resigning in disgrace. Now her campaign is being funded by Trump-backing right-wing billionaires who support policies that would gut police, fire, rec centers, school crossing guards and other essential city services that are important to the daily lives of senior citizens, young people and all Baltimoreans. </li></ul></li></ul>It’s not surprising that Sheila Dixon’s top funders in the current election are right-wing billionaires with an extreme agenda that would turn the clock back and make future progress impossible. Dixon’s top funders this election are on record supporting Donald Trump and his extreme right-wing agenda.<h2>BALTIMORE CANNOT AFFORD TO GO BACKWARDS</h2>

Until now there has not been a collective conversation on the broader debate schedule and I am writing to kickstart that discussion.&nbsp;I am open and eager to participate in a reasonable number of debates hosted by established and impartial media partners from across the City of Baltimore. I believe that there should be a threshold determining the eligibility to participate, but will defer the specific benchmarks to be decided by the media outlets who choose to host these debates.&nbsp;I believe that we should prioritize accessibility to most Baltimore residents and a schedule that will address the most pressing issues facing them – meaning audience reach, platform, and whether they will focus on specific issue areas or not should all be important factors in reaching a consensus about the schedule.&nbsp;It is my hope that our respective campaigns can meet to discuss the parameters and set a framework that we can agree upon as soon as possible. Given that we are less than 90 days away from the primary election, it is imperative that Baltimoreans are provided these opportunities to assess our candidacies sooner rather than later.&nbsp;I know you share my commitment to an unbiased, transparent, diverse, and accessible democracy. This election has the potential to have a momentous impact on the future of our city.
